Proximity is also key. Figures in the distance, for example, might feel a slight shift in pull, but as he gets closer they'll experience more drastic change. So essentially Lucy has to be close to his targets for maximum effectiveness.[break][break]
Also generally if he focuses on one area, the effect is stronger than if he were to create a "field" of manipulated gravity. The proximity rule also applies, as the smaller the radius he's affecting, the more potent his influence is.[break][break]
